France To Keep A Headscarf Ban Despite Negative Legal Advice

REUTERS/Charles Platiau ) France decided on Monday to maintain a ban on Muslim headscarves for volunteer school monitors despite a warning that it overstepped the law requiring religious neutrality in the public service. The Council of State, which advises the government on disputed administrative issues, said in a 32-page analysis that this neutrality did not apply to mothers who help escort schoolchildren on outings such as museum visits. Education Minister Vincent Peillon promptly announced the ban would continue because the Councils opinion also said that schools could impose internal rules against religious wear. The memo (establishing the ban) remains valid, he said in a communique after the Councils analysis was released. France imposed the ban last year as one of several steps in recent years to tighten its policy of strict secularism. It banned headscarves for pupils in state schools 10 years ago and outlawed full-face Muslim veils in public in 2011.
More: http://blogs.reuters.com/faithworld/2013/12/24/france-to-keep-a-headscarf-ban-despite-negative-legal-advice/

France Finds Itself Alone Again in Central Africa

These are not just tax rebels, whose red caps recall their ancestors' tax revolt in the 17th century. The small business owners, entrepreneurs, artists, and some unions that also comprise the movement are calling for a new economic direction in France, inspiring similar protests across the country. There is a worry about the rise of taxes, but it's not just in Brittany, it touches a lot of people throughout France. As the fiscal pressure has grown, there is a general feeling of 'stop,' that could spread to other regions in other sectors, says Bernard Vivier, director of a French research institute on labor issues, the IST. The taxes have grown very fast, yet the government is not doing anything about cutting public spending." "We are not doing what we have to do, external link or fulfilling our European solidarity. 'Red caps' The first red caps emerged more than 300 years ago, in a protest in 1675 against new taxes that King Louis XIV imposed to fund his war effort. The modern red cap is a loose symbol, but one of the leaders of today's movement, union head Thierry Merret, calls Hollande a modern-day version of the 17th century French king. France in 2014: Another annus horribilis for Hollande?

So let us hazard a few predictions for the year ahead. Hollandes poll ratings will not see any significant recovery, and may yet sink further as taxes, spending cuts and other unpopular measures take effect. Nor will the UMP profit greatly from the Socialists difficulties; after ten years in power (2002-2012), it is still too early for Sarkozys old party to effect a providential return to public affection. But Sarkozy himself will continue to float the prospect of his own providential return to oust Hollande in 2017. The Socialists and the UMP, for all their problems, will once again sweep the vast majority of the half million seats at stake in the municipal elections of March. And the Front National? The FN will overcome voting system bias to win a substantial number of council seats and some mayors in the municipal elections, and may even for the first time top the poll in the European elections.
More: http://globalpublicsquare.blogs.cnn.com/2013/12/24/france-in-2014-another-annus-horribilis-for-hollande/

Why Brittany's 'red caps' are a red alert for France's Hollande

It involves the Socialist Party's traditional distance from anything like a national affirmative action programanother unrealized Sarkozy campaign promiseout of concern for losing the votes of working class whites. Yet reality says the alternative is more frustrating, politically correct debate, a strengthening of extremist politics, and greater animosity between the majority population and the Arab immigrant community. With the French presidency's extremely broad powers, and some nerve, Mr. Hollande's government could systematically open new areas of employment and education to Muslims and link this to specific requirements for new, more whole-hearted assimilation into French society. That's a lot of walking the walk, and all uphill. But Mr.
More: http://online.wsj.com/news/articles/SB10001424052702304475004579275833639609874

France in Distress

With fears that the country could become a base for international terrorism, France deployed first and asked for help later. Little beyond trainers for African troops and logistical support was forthcoming from the U.S. and its European partners. There has been a distinct note of pique from French officials, who seem dismayed to find themselves once again on Kim Kardashian their own. Defense Minister Jean-Yves Le Drian told French radio on Thursday that he wants the "maximum" number of troops from EU countries. But beyond its irritation, France is also facing a significantly stickier task in Central African Republic that makes it that much more difficult to handle on its own.
More: http://abcnews.go.com/International/wireStory/france-finds-central-africa-21317180

California Judge Won't Extend Order Keeping Brain-dead Girl On V

The court fight in San Jose over pensions has been closely watched because other cities in California, and across the country, are targeting cuts in existing retirement plans as a way to reduce budget deficits. The emergency manager appointed to oversee the finances of bankrupt Detroit has said he wants to slash pension costs there, a move already under challenge by public employee unions in that city. The bankruptcies of Detroit and the southern California city of San Bernardino have set up proxy battles between Wall Street bondholders and pension funds over who should take the greater hit when a local government goes broke. San Jose Mayor Chuck Reed, a Democrat, encouraged voters in his city to back municipal pension cuts he proposed as part of last year's Measure B, which drew tape 70 percent support at the polls. It called for city workers, including police, firefighters and other employees, to contribute up to 16 percent more toward their pensions. The unions challenged the measure, leading to Judge Lucas' ruling in Santa Clara County Superior Court.
Read more: http://news.yahoo.com/california-judge-bars-voter-approved-pension-cuts-city-015218987--sector.html

Family members and their lawyer said after the proceedings that they had not yet decided whether to dispute the medical findings or appeal the latest decision by Alameda County Superior original site Judge Evelio Grillo to a higher court. "I just want to kiss Jahi's warm face like I do every day," her grandmother, Sandra Chatman, said outside the courthouse. The girl's uncle, Omari Sealey, said the hearing left him feeling "numb," adding "We're still trying to digest it." Jahi was admitted to Children's Hospital and Resource Center in Oakland on December 9 for surgery to remove her tonsils but ended up being declared brain dead three days later following complications from the operation, hospital officials have said. The family's lawyer, Christopher Dolan, said the surgery, aimed at treating Jahi's sleep apnea, was considered routine, but after surgery Jahi began bleeding profusely, suffered a heart attack and then brain swelling. The judge granted a restraining order on Monday barring doctors from taking Jahi off the ventilator - a machine that has kept her breathing artificially - against the family's wishes any sooner than 5 p.m.
Read more: http://news.yahoo.com/california-judge-won-39-t-extend-order-keeping-022552849.html

Its very easy for a young person to turn to crime so we must work to fortify the national economy and generate employment and opportunities in order to combat the root cause of the problem, del Toro told Al Jazeera.
